A Sellable, Carryforward Credit
One distinctive feature of Pennsylvania’s program is that the credit can be sold to another taxpayer, subject to Department of Revenue approval and continued state tax compliance. For businesses that can use the credit directly, it’s nonrefundable but can offset Corporate Net Income Tax, Personal Income Tax, or other applicable liabilities, and unused amounts carry forward for up to 15 years. There is no carryback.
